    Clean fill.

    That can mean many things with regard to the type of soil for the fill, but that soil should be comparable with the surrounding soil, the term "clean fill" means no rocks, no stones, no hard-packed dirt/clay/whatever, no concrete debris, nothing which could cause a pipe to crack from a point load on the pipe with relation to the pipe adjacent to that area.

    If the area is sandy soil, use clean sandy soil, etc.
