Default Do I need a floor drain on a pillar foundation?

I am building a house on helical piles and as a result, the house sits 5' off the ground and I'm not sure if I still need a floor drain in my laundry room. Help would be greatly appreciated

A simple phone call to a building official in your township or municipality or whatever the fiefdom is called in Ontario, Canada, will answer the question better than we can here.
If it is required, it should be in the plans, which were approved by the authority, right? Since you are thinking about it, seal vinyl baseboard trim to a tile floor and put a drain in the corner.

Provide a drain for the drain pan under the water heater.

What would the down side be of having a floor drain? Seems like in new construction it would not be much of a question.
