It is a toilet that chews up all of the crap (literally) and pumps it up into the sewer system. They are used in areas that would be difficult to install plumbing lines. Also used in temporary situations. I found one a few years back, they have a box with all of the goodies in it behind the bowl. This is the link to the brand that I found a few years back. I just saw a Saniflo SaniCompact 48 macerating toilet yesterday on the first floor of a house. Makes you wonder why they didn't install a standard toilet... Drains with a 1 inch drain pipe. Worked fine with just water, and I could hear the macerator at work. The bathroom sink also drained into it, and under the sink was an air admittance valve.

I recommended they look for local permits, as there were lots of things in this house that looked like amateur work. Company literature here: Saniflo Sanicompact 48 All-In-One Macerator and Toilet

Easier to run a 1" drain with less incentive to cut big chunks out of the floor joists? - That's a good thing.
