    Really does not matter when, but that they are needed to protect the gas water heater.

    It sounds like Jim ran into a realtor or seller complaining that protection wasn't required when the house was built. I wonder how they know? I agree, it's a safety issue just report as such with a short explanation as to why and let the buyer decide.

    The above statements are expressed solely as my opinion and in all probability will conflict with someone else's.

    Read the installation instructions - bollards are typically required by the installation instructions and the code goes with the most restrictive of either the installation instructions of the code - so even if the code did not call for bollards but the installation instructions do ... then bollards are required.
