I'm not familiar with this unit. They go on the inside in WI.
Where is the flue?

Each brand will have specific installation guidelines. You need to watch the top clearance to combustibles (soffit) and also the distance from gas meters. It looks like the gas meter might be installed below the unit (problem), or is that a hose bib?
Get the brand and pull up their specs, most have them in PDF that you can download.

Does it freeze there? It looks like I see exposed water lines.
Most tankless units have indoor or outdoor units... That looks like trouble to me.

I checked Appendix D and that area is 34 degree. Above less than 32 degrees does not need protection - by code, but if you are close, *I* would like some protection.
In Florida, that line is along Jacksonville - Tallahassee - Pensacola, but I can personally attest that MANY winters in Gainesville have resulted in pipes being burst by freezing temperatures - that was one thing which really helped out my construction business ... all the damage resulting from burst pipes during those hard freezes.
And also one reason I moved to South Florida.
