Rubber clean out caps
Are these type of caps OK to install at a clean out? Seems to me they should have screw in plugs.

They should have screw in plugs, then again, you would want the clean out to be *above* the trap and pipe which may get clogged - otherwise, you will have a real big mess on your hands ... and in the cabinet ... and the floor ... and ...
