excessive condensation
noticed incomming water pipe was dripping the entire length,pooling on the floor. Cellar temp was 60 degrees,any ideas?

Cold water coming in was probably cold enough to make the pipe cool to or below the dew point, causing the moisture in the air to condense all along it.

Did you take temperature reading of the water pipe?

Did you take humidity and temperature readings, along with dew point readings?
