No - Exterior Faucets
First time I ran across this.

New house (2007) had no exterior faucets!!??

Usually there are at least two hose bibs!!!

Does plumbing code require exterior faucets?

I'm not seeing a Requirement in IRC 2003. A lot of requirements on how to but nothing on required.

R306.5. Exterior Hose Bibs. One- and two-family dwellings shall have not less than two exterior hose bibs, sill cocks or outside hydrants with one being located on the side or rear of the structure. (Effective January 1, 2007)
