That upsize is needed as you are putting two vents into on and the total loads of both will determine the size of the main vent. As I see it ini the picture the water heater vent is tied into the main vent with another system tied into the main vent. Everything in that picture looks good other than the pipe supports or lack of.

BTW, what was happening that caused them to caulk the wall-ceiling junction?
