As a corollary to Brian's post...
California home inspectors are now required to evaluate and comment on residential pool safety. California Business & Professions Code section 7195 (regarding home inspection) was modified to comply with Senate Bill SB-442 in January of 2018.
Much work has been done evaluating the new requirements and the general consensus is that the law was poorly conceived and executed. Unfortunately, it is unlikely that the legislature will make any attempt to revise.
