    Default meeter base ground wire

had to replace my weatherhead and meeter base, the inspector said the ground wire had to be a one piece bare #4 copper, i plan to take care of this myself, i know the copper must be connected to two grounding rods six feet apart drove in the ground eight feet, my question is does it stop inside the meeter base?

This question should go to your inspector or a qualified electrician. But I think its safe to quote the code section to you:

Code says: "A grounding electrode conductor shall be connected between the grounded conductor in the service equipment disconnecting means enclosure and the grounding electrode system."

Some electricity suppliers have additional requirements/ restrictions that you should check into.
