1/12 roof
Is it permissible to install rolled roofing on a 1/12 slope roof and then install architectural shingles on top?

Some might allow it with a peel and stick modified bitumen single ply roof which seals around all nail penetrations, but I doubt they would approve that many penetrations through their peel and stick single ply roof covering. Installing shingles on that stuff would be like mechanically fastening it with nails shot out of a machine gun ... a heck of a lot of holes through it.

Sounds like a really dumb idea.
Must have been all about looks. Why load down the roof with all the weight of those cut-up shingles?
When I was in Italy I had views from above of lots and lots of roofs, low pitched, of some kind of corrugated stuff, maybe metal, but what was curious was big round rocks placed near the perimeter of each roof.
