    Roof do not require vents.
    But If you are asking about attics, generally, yes.

    R806.1 Ventilation Required. Enclosed attics and enclosed rafter spaces formed where ceilings are applied directly to the underside of the roof rafters shall have cross ventilation ...

    Ventilation is only required if the attic is enclosed with a ceiling. Still a good idea, but not required.

    I believe the presumption was that everyone understood this was referring to "enclosed" attics, but ... I am glad you clarified that requirement (being "enclosed") to remove any doubt in any minds - if there were any.
