As the instpector it is not your job to describe how it should be repaired, only that it should be repaired, and sometimes why it needs to be repaired.

Saying that I'll give it a try.
The valley flashing needs to be in two sections, 1 section below the chimney/ vent, and 1 above.
Step 1 The lower flashing should extend 3" above the vent/chimney,
Step 2 Flash the vent and chimney, (on top of the lower flashing)
Step 3 The upper valley flashing now goes on top of and extends 3" below the vent/ chimney flashing.
