Nailing the pan flashing to the decking is conducive to moisture intrusion and deterioration.

The underlayment should extend a min 1" over the rake end, and there should be a drip flashing over the eave.
The underlayment looks like it's pretty torn up and I don't believe there should be so much slack/ripples in it.
