I've run into this a couple of times and have been referring to it as improperly installed drip edge and wanted to get some feedback from the forum. I see major flaws in this design and wanted to know if this is a common practice or I just have the pleasure of running across the same roofer who hasn't had any problems with it??

Yes it is wrong. The metal drip edge goes under the shingles.

There was probably an inspection done prior to yours and the inspector wrote up the lack of drip edge, so they "fixed" it.

Looks like a good way to rot out the fascia and roof decking. You don't get any rain in Seattle, do you?
