Default Oil tank , propane water heater , and boiler too close ?!?

I did an inspection on a home the other day and there was an oil burning boiler on the left a propane water heater in the middle, and an oil tank on the right. Each one of them is surrounded by one course of brick laid on the ground so about 3 inches high. (Not much of a barrier). Antwan's they are each about two feet apart 3 tops from each other. I could only find in the Carson Dunlop books that oil tanks and oil water heaters should be 10ft apart so is this the same for the boiler water heater and oil tank? Is there separate distances for each of them and if so what are they? Thanks a ton guys!!!!!!!!!!

this is the best picture I have the others didn't come out well sorry

Usually ten feet distance between oil tank and boiler or furnace. I know up here its not unusual to see a concrete block wall between oil tank and boiler/furnace. Height of wall is about five feet or higher.

I am wondering if the bricks around the boiler are to contain any spills of oil should they occur when the unit is being serviced. Or there were former larger boiler and water heater on those bricks as a base to keep it above the floor. Just a guess.

Thank you so much! That's exactly what I was thinking but I'm not 100% sure of it!
