They are designed to allow greater weeping than from a standard 3/8" weep hole, and, if some mortar is inadvertently dropped behind then, they do not clog up immediately, as does a 3/8" weep hole. 
 
 If you see those, the mason may have also used something like this MORTAR NET .

 This product also allows air pressure to equalize behind the brick and therefore not push (or suck) water through the wall. The "rain screen" wall design.
