Not too hard if you run the wire through all the fittings and pipe before you glue it.

Of course, being "allowed" does not matter when one is: 1) using plumbing pipe (not "allowed" either); 2) running up into the meter (not "allowed" either); 3) ... I doubt they know or even care was is "allowed" ...

A simple question may be: "What is right about this installation?" The list of what is wrong is a whole lot longer, and the only thing right is the use of a proper power outlet / enclosure.
