NM cable feed into electrical by conduit
Was in a large home today.
Went into the room that house the electrical distribution equipment with
all the circuit breakers.
The panel in question had three length of 2" steel conduit. with a set
screw connector and thread onto was a plastic 2" bushing.
Into each length conduit, were multiple of NM cable.
My question was there, and are there still provisions in the NEC code,
that permit this.

How long was each conduit, and did each conduit go all the way up to the ceiling?
Into each length conduit, were multiple of NM cable.
The information you give to the questions above will confirm if that installation meets the exception - most likely does not.
Additionally, you will have derating issues, and how bad those issues are depends on several factors, including: do those NM cable go up an exterior wall; do the NM cables go into the attic; how many NM cable are in each conduit; how old the cables are; are the panels in a garage; etc.
