Question WIRE NUTS / SPLICES IN CIRCUIT PANEL

What is the ruling with having wire nuts to splice any wires in the panel box
before it goes into the breaker, the original wire looks like it was to short to
make it to the breaker, so they added a short piece to make the connection.

A panel box is nothing more than a big junction box. Splices are OK as long as they are done correctly. It is very common to find splices in a panel box, exspecily when it has been upgraded.

What Scott said, ... as long as ... those conductors terminate *in* the panel and do not 'pass through' the panel.

Just check to be sure the spliced wires are of the same gauge and not mismatched. I've run into some splices inside panels lately where the 12 gauge wire connected to the 20 amp breaker was fine but the wire downstream of the splice was 14 gauge.

What if the wire nut is rated for more than two wires?
