Neutral Bus in Separate J-Box
The neutral conductors for these service panels are being connected in a separate junction box. Strange. I am not sure how to write it up. Is it doing any harm?

The various neutral bars are a code violation. It looks as though the J box was a fuse box at one point and the guts were removed while the neutral bars were re-used. Its difficult to say whats going on in terms of how those wires were run but the neutral jumpering and the possible undersized neutral extensions are an issue. One of the conduits look over filled as well, plus Im questioning where the main disconnect is for those 7 meters.

The bars are jumpered together. As long as the jumper is properly sized I can't see an issue.
As far as the possibly overfilled conduit, it looks like a nipple less than 24" so the fill rules change.
All answers based on unamended National Electrical codes.
