It's either from the manufacturing process from when the plywood was used. Looks almost like a wood filler product. Or the plywood was used on site for something else and was utilized in the roof sheathing. It is not something I would report, nor mention as a concern.

The plywood staining could be from erecting the building. Many times contractors use any concrete forum wood in roof decks.

That's what it looks like to me too, but I've never seen it over such large areas like that.
Looks like lower quality (grade) plywood may have been used.
I would mention it in the report as something like the above, then add about grade stamps missing, not legible, what they state, as the case may be. And if everything else looks okay about, that covers you for the next inspection - if something looks not right, such as it is sagging, include that and indicate that it may need to be replaced.
Hard to tell from the photos (especially looking at it on my phone).

I try to include a brief comment when I see something which gives me pause. In the event the client encounters it at a later date, they won't think you "missed" it - even if it is a non-material issue.
