Electrical panel location
Does this mean the electrical panel is supposed to be located inside ? Please don't call me a dummy.

That panel is not for use outside. It does not have a 3R rating. It also looks too high.
All answers based on unamended National Electrical codes.

Is the label on the cover, on on the panel enclosure itself? I see the photo showing a label on the inside of the cover door, but is that the label in the photo?
If on the cover, maybe the panel enclosure itself may ... may ... may be suitable for use outdoors with the appropriate cover.
Of course, if that label is on the cover ... the panel may be some other brand and that label may not even be applicable to what is behind the cover. Maybe there is another label on the enclosure behind the cover?
Just raising some possibilities.
You got that switch and receptacle, presumably.
