2 Q's on 3 flat
One, should grounds be isolated from neutral bus on first panel (closest to service feed) and is there any problem with aluminum service neutral from Utility? Three 100 amp panels for each unit.

Looks like service equipment. Neutral and grounds are required to be bonded together in the service equipment and separated at any downstream panels.

That is true ... *IF* ... that is the service equipment.
Let's clarify that it is ... the main disconnect in those panels are the first main disconnects, right?
No other disconnects ahead of them.
No 'main disconnect' for the service with these fed from that, right?
I ask because you said:
Which indicates to me that there should be (likely is?) a single service to the building which then supplies these, which would make these "non-service equipment" panel with main disconnects. Nothing wrong with that, I actually prefer them that way, that allows the occupant to have 'one main' to turn everything off with.Three 100 amp panels for each unit

He did say "service feed". I assume that if he meant "main disconnect" he would have said it. However, it wouldn't be the first time I've been wrong (today).

Actually, this is what he said:

To me ... that means there is the service ... and somewhere near there are those panels ... but (as I was asking) where are 'the first main service disconnects'?
In those panels or before those panels?
