Can water get under it? It is an overflow? Can the doohicky in the middle of that thingy slide back and forth for air adjustment?

    Water can get under it.
If it's an overflow, it's in a silly location.
    The doohicky does not slide.
I might have been able to see something related to it in the access in the closet on the other side of the wall, but I was distracted by the fact that they used an extension cord to connect the motor/pump.

Maybe air intake for the air jets?

Here's the aforementioned extension cord. How lame is that?

As long as JP is saying "maybe", I don't feel so stupid.

Since I don't see an overflow, I would that that is what it is. Having the overflow on top allows the tub to be filled higher... thus a "steeping" tub.

It looks like a first class extension cord.

Yes. It's Indoor/Outdoor, so it must be ok.

I believe that bracket is an accessory mounting bracket, for things like a neck pillow or vertical support for shower rods. They usually have some mounting holes or similar attachment points to connect them together. And I guess they didn't expect the spout to be on that side of the tub, since it falls under the spout after installation.
