    .
Is the notch wider than 1/3 the depth of the rafter?

Trent you can make a note: about anything. I think that its just smart to make notes on just about everything that is not perfect or if its been adjusted in some way. but thats me.

Allot light around those pipes. Is the roof flashings in place.

If it was within guidlines it wouldn't go in my report.

There are other rafters that are close enough to it AND it is within the allowed notch (your statement) Then no reason to call it out.

IBC 2006- "2308.10.4.2 Notches and holes.
    Notching at the ends of
rafters or ceiling joists shall not exceed one-fourth the
depth. Notches in the top or bottom of the rafter or ceiling
joist shall not exceed one-sixth the depth and shall not be
located in the middle one-third of the span, except that a
notch not exceeding one-third of the depth is permitted in
the top of the rafter or ceiling joist not further from the

face of the support than the depth of the member."

    Pretty much says it all.
