Default code requiring a 110-volt outlet in laundry area

I new construction buyer of mine is getting some resistance from a builder about getting a standard outlet installed for their laundry area. It seems it was overlooked at the time of construction.

Does anyone know which code would apply? Thanks....

    From the 2006 IRC.
    E3603.3 Laundry circuit.
A minimum of one 20-ampere-rated branch circuit shall be provided for receptacles located in the laundry area and shall serve only receptacle outlets located in the laundry area.

    From the 2008 NEC
    210.52 Dwelling Unit Receptacle Outlets.
    - (F) Laundry Areas. In dwelling units, at least one receptacle outlet shall be installed for the laundry.
    - - Exception No. 1: In a dwelling unit that is an apartment or living area in a multifamily building where laundry facilities are provided on the premises and are available to all building occupants, a laundry receptacle shall not be required.
    - - Exception No. 2: In other than one-family dwellings where laundry facilities are not to be installed or permitted, a laundry receptacle shall not be required.

Do they have a receptacle for the washing machine at all? Or is this for an additional receptacle in the laundry area, apart from the washing machine?

No outlet at all... just the '220' for the dryer. They told her she needed to get a stackable unit that ran all off of the 220... you gotta love the 'going broke' builders.
