Discharge pipe

Had an inspection this week with the discharge pipe from the pressure relief valve of the water heater was in direct contact with the water heater stand/ply-wood. this put the pipe and the discharge relief valve in a bind.
It looks like the thing was put together the they put the water to it. no leaks and walk away. Ever see this.

Is that okay? Depends on how much "bind" they put on it.

Also, there should be a strap on the horizontal section at the bottom to hold the pipe in place.

Then, and it looks like this is not met, there should be 6" between the bottom of the pipe and the garage floor.

Additionally, there is no pan under that water heater, and there should be one under it.

That looks like a typical garage installation in my neck of the woods. The AHJs here do not require a pan under the water heater when located in the garage. They do require at least 6-12 inches of clearance between the end of the drain pipe and the garage floor, so that one looks to be too low. If you can move the pipe slightly horizontally, then I would say that it's not in a bind, but correcting the clearance would probably resolve the binding problem at the same time.
