Spliced one leg and not the other. So ... I guess they spliced copper and aluminum together. Nice.

As long as the breaker can accept the larger AL conductor I don't see what the issue would be. Split bolts and polaris type connections can handle a combination of conductor types as can breakers

Is that the main breaker? If so, it was back-fed and needed to be secured in place on the other end.

Also, there are other taped-up wires there ... why are they taped-up? Insulation bad?

Have any other photos of that panel?

Jerry - That is the main. And it is backfed.
This property had so many electrical problems it was mind boggling. Someone who clearly didn't have a clue did tons of things like:
using #12 to wire a 220 receptacle with an electric range plugged into it.
Fire hazards galore.
