    I believe it became mandatory in 1993.

    I just looked it up: Effective date: January 1, 1993.

    That is the manufacture date. They could still install existing stock, similar to the 13 SEER A/C units.

    Correct. I should have just posted this:

    Sec. 1211.1 Effective date.
    This standard applies to all residential garage door operators manufactured on or after January 1, 1993 for sale in the United States.
