Default Residential Lightning Protection System Grounding

Is/Are the lightning system grounding electrode(s) allowed to be used as the required building or structure grounding electrode system?

My answer is--only if you don't connect the lightning protection system ground rods(electrodes) to the down leads..

OK--The real answer is no--they are separated systems but must be bonded together..250.106 (2008 ed)
