    Default mystery tube on downspout

    Anyone know, or want to guess, what this tube is at the top of an older downspout?

    That's where you stick in the hose to blow the crap out that's clogging the dang thing up.

    I was thinking about the same, but as an overflow that would drain the gutter if the downspout became clogged.

    Insert garden hose for fast flush cleanout of leaf debris clog .

    Flag pole mount?

    It is an overflow, although by the look of the connection below will not work as good as it should. The pipe connection will overflow before the actual overflow would take water causing water to cascade down the side of your house.
