    I've never seen this kind of hold-down for a back fed main before. It doesn't look all that effective, although I have to admit I didn't test it.

    I have not seen one like that before either, but it fits the radiused corners so well it looks to have been factory made.

    Also looks like it should work in holding it down. The only way to lift the live end would be to tilt the breaker to the side, and the back of the breaker being hooked behind the retainer lip should prevent tilting it to the side.

    I'm sure you got the white conductor to the breaker below.
