    Default Unusual beam support

Found this in a 25 yr old townhouse garage. I know you're not supposed to cut beams and I wonder if the owner had an engineer design the repair? Anyone ever seen this kind of bracket before?

I would want to see some signed and sealed engineer for it, and I could not care less whether the owner had that done previously if they are no longer able to provide that signed and sealed engineer's letter.
