    Default Flat Roof Issues

New construction. I observed several deficiencies on this roof install. The part that I am particularly curious about are the parapet walls. The materials and details they used to roof the parapit walls appear questionable at best. Is this even close to being acceptable? They are capped with a type of brushed on elastomeric coating over what looks like fiberglass mesh. What is the name for this material/method? Also, there is no flashing/counterflashing at the lower bumpouts on the parapet wall. I am thinking this can't be right, but sometimes things seem so out of whack on new construction that you need others to verify that they actually got away with it (until now). I am writing the whole roof up for review/repair but wanted input.
