When I saw those yesterday, my thoughts were that the insurance companies need to add a 'Forest Gump' clause into their insurance coverages: Stupid is as stupid does ... that means we ain't a gonna pay nuttin' when sumptin' happens ... you bought it - lock, stock, and barrel.

Doesn't need to be ... there is an intermediate barrier separating the window from the stairs (as long as there is 18" between the stair and the window).
There seem to be many architects, and owners, who prefer "style and looks" over safety.
What "looks really cool" is, as Jack said, often a bit scary to actually "use".

i think ken was referring to the glass at the top of the stairs at the landing. needs to be safety glass if it is less than 60" above the floor.

The windows were not tempered glass. You had to pay attention to what you were doing going up and down the stairs.
This house was on a runway with 12 others. The whole lower back section of the house opened and you parked your airplane inside. The stairs led to an observation deck that had been converted to a "bedroom". They had build a platform (with guardrail) over those steps for a mattress.
