Default Drip edge on top of older shingles

This home has two layers of shingles. As you can see in the photo, drip edge flashing was installed over the old shingles. In several areas the shingle tabs line up with starter course shingles that were not installed correctly. This may allow water to run under the drip edge and damage the roof edge, fascia, etc. I would just like a little feed back on possible suggested repairs.

Undoubtedly, a solid concern. A single piece of flashing extending up to the top of the first course and on top of the drip edge should rectify.
