What should you report when you see the attached going on in a portion of the crawl space?

At least they knew to put the post on the edge of the block, because putting it in the center of the block where it is hollow would have been stupid.

The floor system is improperly supported.

1- The 4X4 beam is not the best choice of materials and may or may not be adequate for that situation. A double 2X6 or double 2X8 (oriented correctly) would have been a better choice.

2- The 4X4 post is supported by concrete blocks oriented along the weak axis.

3- The concrete blocks are resting on the ground. There should be a footing or pad to spread the load so the support does not get pressed into the soil.

Recommend repair by a qualified professional.

Supports added are improperly supported with no proper footings. They do not appear however to be the main support structure, but an added section to support possibly a kitchen island, grand piano, or real estate broker having an open house.

Concrete blocks are designed to be load bearing when placed on their sides. Replace with proper footings. Also support posts need properly secured to beams above.

That there's an El Camino in a trailer park somewhere sitting lower than typical.... recommend re-installing half broken blocks to their intended location

I think you meant to say, "Concrete blocks are NOT designed to be load-bearing when placed on their sides."

Funny how one little word changes the entire meaning of a sentence.
