Default Poor concrete vibrating during pour? Plus 45 deg cracks

Two year old new construction, vacant. I've read enough regarding the window cracks and stresses after window cutouts or even around steel bucks for pre-pour. My other concern is the horizontal aggegrate exposed that appears likely due to poor vibrating during the foundation pour.

Poor vibrating real possibility. other causes....Is this in the middle of the wall? If so, looks like too much time elapsed between the poured layers of concrete or even excess water in the second poor. But, I would still say poor vibrating as the primary cause. All of these causes would eventually result in the thinner sandier outer veneer to spall off. Generally no cause for concern, just a cosmetic thing.
