Default Bonding on Metal Entry Pipe with PEX Supply

Inspected a new construction house today. The water entry line is copper coming into the unfinished basement area. About 3' of copper line is present in the basement, then the supply line changes to PEX. Does the small amount of exposed copper line need to be bonded to the panel since rest of the system is not metal?

If the copper is in the ground for 10 feet outside the structure it should not be bonded but used as part of the grounding system, supplemented by an additional electrode and the grounding electrode conductor should be sized according to table 250.66.
