Window Safety?

This from a condo built in 1973, windows in upstairs bedroom, bottom of window opens with no guards. I can't find a code dis-allowing (of course being built in '73 might be OK). Glass is single pane, non-tempered.

Code, schmode, how cares. Depending on your Muni current Code may not apply or may depending on local rehab/permit/Code requirements. Code in 1973 don't know, don't care.
DANGER, SAFETY & LIABILITY, those are the points to bring home to the client. Client have kids? Explain to the client how little johnny or the yappy mutt could easily hit the ground. Explain some of the remedies or changes they can make.
The client will think you are a superstar and you will be covered.

Exactly what we did discuss. All the other units in the complex are the same too. He's planning to install some form of guards as it will be a rental.

Are these the only two windows in the bedroom?

Adding guards will most likely prevent the windows from meeting EERO (that's assuming they do now). If you, as the homeowner add guards, is one thing. If you as the landlord add guards, then there is a whole lot of liability to worry about.

The landlord will have a lot of liability whether or not he adds guards: first for NOT ADDING the guards is someone falls through' second for ADDING the guards if there is any need to escape or be rescued and the guards hinder in any way that effort.

Yes, the addition of guards will need to be designed for egress, as these are the only windows in the room.
