    Default Country Inspector Wrong?

    New construction - approved by the county.

    3 wire feed to service panel. Neutral and ground buses are NOT bonded to one another inside the panel. I suspect they are at the rebar bond just below the panel as there is one copper ground from the neutral bus and one from the ground bus leaving the bottom of the panel.

    Yes they are.

    See that green bonding screw below and to the left of the main? That is bonding the neutral terminal bars to the enclosure, which is where the grounds are bonded to. That means the grounds are bonded to the neutrals through that green screw.
