Default panel box next to window

Does anyone know of any requirement of a panel box, such as this, next to an openable window. I'm thinking it should have 3ft clearance....

I wasn't able to open this box to see exactly what was inside, however, I suspect it is related to an irrigation , sprinkler system....maybe the control panel?

First, that is not a panel, that is a low voltage landscape lighting transformer, and it is plugged into the wrong kind of cover plate (needs a bubble type cover).

If it were a panel, it could still be in front of the window, just need to trim back/remove the bushes to provide the 30" wide by 36" deep working space.
