As of October 27th, New York State now has in place its' own Code of Ethics for Home Inspectors SUBPART 197-4 and Standards of Practice SUBPART 197-5.

Flaws were found, it is already being tweaked. This is the state of NY right now. Since 2006 they have been going over the CoE and SoP, finally adopt it and a week later have to change it.
