    I would add, just because the 2011 NEC has been released and is available, it does not mean it is in place in all (or even most) areas.

    It gives the homeowner a false sense of urgency when a code that is brand new is called out as a defect in a place that it is not applicable. This was a real problem in NY when we were a few code cycles behind, and we are not even under the NEC for one and two family dwellings.

    Personally I feel it is all in the delivery. For instance it makes no sense to call out a home from the 50's with a fuse panel for no AFCI's as a defect. This is the type of thing that should be called out as a recommended upgrade.
    I have seen it done both ways.
