Default Open low volt wires on top of condensing unit?

Anybody seen this and know whats up? It can't be right, but since I've seen it on several occasions, I'm curious to know why.

Without a photo ... are you sure they are low voltage?

Many times the a/c workers (not calling these guys technicians as the leave a lot to be desired) will replace the fan and stick the fan wires up through the top grille with wire nuts on them, simply because they do not want to take the extra time to do the wires correctly.

This is common when using a universal type replacement motor and putting the directional wires up through to access them from outside so they can change the rotation once the unit is turned on. I'm not sure of the exact voltage but they would not be classified as low voltage.
    Common does not mean right!
