    That is a problem, the panel interior needs to be replaced & since that "Good Enough", GE panel is out of production the whole panel has to go, it was a real common panel these parts for trailers & multi-family buildings.

    It's never a good thing, but that one in particular is not so bad on the how much is too much scale, ( call it a 6 ). The spray / overspray happened after the panel had been trimmed out, ( terminations already completed ), so there really is no degrading of it's function./ That said, the Type A in me hates to see sloppy work like that - - - it justs looks bad. The person that did it should have to return & clean it up for punitive reasons, if no other.

    Sorry; just noticed to OP & replied. Did not view the age, additional photos or extensive posting history. Amusing to see head butting even on "overspray" and pleased that it can provide some education.

    It looks to me that the interior has overspray, if one looks at the open spaces of the panel it's white not black, if neutrals & grounding conductors were made up prior to the sloppy painters arriving it would be splitting hairs on if replacement should be done or not, but w/ paint on bus stabs, & their supports there is no question IMHO that it needs to be replaced. Can we say scrap metal????
