What the heck is this?

This cabinet (and I use the term loosely) is located in the attic of a circa 1970 home. I counted at least 3 transformers and a lot of wires and in the upper left (outside the cabinet) is what appears to be a relay thingy.

The second photo was of a device on the door frame of the hallway closet that contained the electric central heat. They may or may not be related.

Any thoughts? Phone? Old-tyme alarm system?

I'll take a stab, I think the first is a low voltage switching system for interior lights (and a mess!).
The second is a buzzer, maybe a doorbell or maid call.
