This wouldn't apply in your area but snow that covers the vent pipe can prevent it from venting properly.

In your area, not much. Just be sure that it has not fallen down in the attic and that it is supported properly.

Now, are you saying that it only sticks up 2" above the vent stack boot?

As Scott noted ... not too many problems ... but - was/is vent pulled down into attic space for some reason? Or has it become a knawing post for squirrels? What type of product is being used for the vent?

Or ... was it just cut too darn short?

I remember my Dad reminding me time and again, when growing up in Montana ... Measure "twice" and even "three" times and cut "once".

Well ... 6" is the minimum height allowed above the roof covering, and higher as snow loading takes place.

Poor venting if too short, runoff from the roof entering the vent, those are the two main things.
